On October 29th, 1994 at least 29 shots were fired from a semiautomatic rifle, (AK-47) at the White House by Francisco M. Duran. A tourist video-taped Duran shooting as he ran down the south sidewalk of Pennsylvania Avenue. Three passersby tackled him as he tried to reload. thirty rounds of live ammunition were found in Duran's coat pocket, and his pick up truck contained more ammunition, a shotgun and a hand written note saying, Kill the Pres!" No one was injured in the shooting, President Clinton was in the White House but was never in danger. Duran was convicted of attempted murder of the president and sentenced the following June.

As said by a former member of the MPDC: In 1995 the best police department in the nation had their pay cut 12% by the city council, who then gave themselves a raise for their part-time jobs. I, along with Regenna J Hairston, & many other members went directly to the Wilson Building & showed our displeasure with the decision. I requested permission from the 3D watch commander to go to join the protest while on duty & was given the green light.
